In accordance with PDSCL,Poisonous and Deleterious Substances Control Law-Specified Poisonous Substance refer to substances regulated and released by the Ministry of Health, Labour and Welfare (MHLW). Based on the hazardous degree of health posed by chemical substances to the human body, PDSCL  classifies regulated substances into three categories:poisonous substances,deleterious substances, and specified poisonous substances. The List of Specified Poisonous Substance is in Annex 3 of PDSCL, which includes 10 substance groups. These substance subjects to highly poisonous substances, which pose a greater risk of harm to users. Therefore, the regulation is stricter.
