It is specified that mixtures subject to conditional production and business refer to mixtures containing at least one component from this list with a concentration (mass fraction) greater than 5%. List of Chemicals Under Special Control (Decree No. 24/2026/ND-CP Annex III). Comprising 241 industrial precursors divided into 2 groups, as well as mixtures under special control. List of Chemicals Requiring Accident Prevention and Response Plans (Decree No. 24/2026/ND-CP Annex IV). Covering 271 chemicals and 21 chemical groups.
