Thailand List of Controlled Narcotic Drugs is available

Category 1. All forms of commercial activities, including production, import, export, distribution, and possession, are completely prohibited. Categories 2–5. Business activities involving production, import, export, distribution, or possession require an annual operating license from the FDA Narcotics Control Division. For Category 2 substances, each actual import/export operation still requires a separate single-use permit and cannot be executed directly under the annual license. Category 4 substances are precursor chemicals and are also subject to the Narcotics Code and the Hazardous Substances Act, requiring additional reporting to the Department of Industrial Works (DIW). Category 5 substances containing cannabis are restricted to physician prescription only; cannabis extracts with THC content exceeding 0.2% remain controlled substances, and any commercial activities require the appropriate license. All licenses must be renewed within 30 days before expiration.
