"Inventory of Specially Controlled Hazardous Chemicals was drafted and promulgated by the Ministry of Emergency Management with the cooperation of the Ministry of Industry and Information Technology, the Ministry of Public Security and the Ministry of Transport.The Inventory of Specially Controlled Hazardous Chemicals includes hazardous chemicals that require special control due to their intrinsic high hazards, higher risks of accidents, serious consequences of accidents and large circulation. 
There are 20 chemicals in the Catalog: 4 explosive chemicals; 6 toxic chemicals (including toxic gases, volatile organic liquids and solid chemicals with high toxicity); 5 flammable gases; and 5 flammable liquids."
