China Inventory of Goods Subject to Export License Administration (2026)

Inventory of Goods Subject to Export License Administration (2026) was formulated by the Ministry of Commerce and the General Administration of Customs in accordance with laws, administrative regulations, and rules such as the Foreign Trade Law of the People's Republic of China, the Regulations on the Administration of the Import and Export of Goods of the People's Republic of China, the Regulations on the Administration of Ozone-Depleting Substances, the Measures for the Administration of Export Licenses for Goods, and the Measures for the Administration of the Import and Export of Ozone-Depleting Substances. It was released on December 30, 2025, and will take effect from January 1, 2026. The Inventory lists a total of 43 types of goods subject to export license administration in 2026. Enterprises exporting goods listed in the Inventory must apply for the Export License of the People's Republic of China from the Ministry of Commerce or local commerce authorities entrusted by the Ministry of Commerce, and use the export license to complete customs clearance procedures with the customs authorities.
