According to Article 3 of the "Administrative Measures for the General License for the Export of Dual-purpose Items and Technologies," a General Export License for Dual-Use Items and Technologies refers to a permit issued by the Ministry of Commerce based on the application of operators exporting dual-use items and technologies. This permit is reviewed and approved in accordance with relevant administrative regulations, rules, and the provisions of these measures. It allows the holder to apply multiple times for export licenses for dual-use items and technologies within the validity period and scope specified by the permit, according to the "Measures for the Administration on Import and Export License for Dual-use Items and Technologies" (Ministry of Commerce and General Administration of Customs Order No. 29 of 2005).
