It allows the holder to apply multiple times for export licenses for dual-use items and technologies within the validity period and scope specified by the permit, according to the "Measures for the Administration on Import and Export License for Dual-use Items and Technologies" (Ministry of Commerce and General Administration of Customs Order No. 29 of 2005).
