The 2025 Edition of the China Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration was jointly revised by the Ministry of Commerce (MOFCOM) and the General Administration of Customs of the People’s Republic of China (GACC) pursuant to the Export Control Law of the People’s Republic of China, the Regulations of the PRC on the Export Control of Dual-Use Items, and other relevant statutes, and by integrating the 2025 Customs Tariff and the latest dual-use export control list. It was promulgated on 31 December 2024 and entered into force on 1 January 2025.
The Catalogue comprises two parts: the Import Licensing Administration List and the Export Licensing Administration List for Dual-Use Items and Technologies, covering monitoring chemicals, precursor chemicals, radioactive isotopes, commercial cryptography equipment, and nuclear-, biological-, chemical-, and missile-related dual-use items and technologies. Any import or export of items and technologies included in this Catalogue must obtain the requisite dual-use import or export licence, irrespective of whether the corresponding Harmonized System (HS) code is explicitly listed.
