The European Council (English: European Council, French: Conseil européen) is a summit attended by the heads of state or government of the 27 European Union member states and the President of the European Commission. It is not the highest decision-making body of the EU. Its primary function is to set the direction for European integration and to define the common foreign and security policy of the European Union.
