The National People's Congress of the People's Republic of China is the highest state authority, with its legal status established by the Constitution. All power in the country belongs to the people, and the people exercise their power through the National People's Congress and local people's congresses at various levels. It is composed of deputies elected from provinces, autonomous regions, municipalities directly under the Central Government, special administrative regions, and the armed forces. The congress serves a term of five years and holds one session each year. Its primary functions and powers include amending the Constitution, enacting basic laws, electing leaders of state institutions, reviewing national economic and social development plans and budgets, and overseeing the implementation of laws. Its permanent body is the Standing Committee of the National People's Congress, which exercises state authority when the National People's Congress is not in session.
