This standard specifies emission limits for 33 types of air pollutants and stipulates various requirements for standard implementation. It is applicable to the management of air pollutant emissions from existing pollution sources, as well as to the environmental impact assessment of construction projects, design processes, acceptance inspection of environmental protection facilities, and post-commissioning emission management of air pollutants.

This standard specifies the limits for wastewater pollutants from raw coal mining and coal washing, the limits for air pollutants from coal surface production systems, and the technical requirements for pollutant control in coal gangue storage, coal storage, and loading/unloading sites belonging to coal mining and washing enterprises. It is applicable to pollution prevention and management in existing coal mines (including open-pit mines), coal washing plants, and their associated coal gangue storage, coal storage, and loading/unloading sites, as well as environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, and pollution prevention and management after commissioning of coal industry construction projects. The standard applies to legally permitted pollutant discharge activities, the site selection for newly established production lines, and the management of existing production lines in special protection areas, in accordance with Article 16 of the Atmospheric Pollution Prevention and Control Law of the People's Republic of China , Article 20 and Article 27 of the Water Pollution Prevention and Control Law of the People's Republic of China, Article 30 of the Marine Environmental Protection Law of the People's Republic of China, and the relevant provisions of the Regulations on Pollution Prevention and Management in Drinking Water Source Protection Areas.
