This notification specifies the administrative procedures for chemical management in the industrial sector, relevant forms, plans and measures for preventing and responding to chemical incidents in the industrial sector, the classification and labeling of chemicals, the safety data sheet system, the declaration of imported chemicals, and the chemical management reporting system for the industry and trade sector. It is applicable to organizations and individuals involved in chemical activities within the territory of the Socialist Republic of Vietnam.
In the chemical classification and labeling module, this notification is a revision of the Circular on Regulations on the Classifications and Labeling of Chemicals (MOIT Circular No. 04/2012/TT-BCT) based on the 6th revised edition of the UN GHS. Appendix 8 provides detailed explanations of the content elements and requirements for GHS labels, and Appendix 9 details the 16 parts of the SDS. Vietnam has not specified the size of the elements for GHS labels on chemicals.

Notification by Vietnam on the clarification and guidance on the implementation of certain provisions of the Chemicals Act and Decree No. 113/2017/ND-CP / GHS in Vietnam

This notice revises the MOIT Circular No. 32/2017/TT-BCT, including updates on licensing, reporting, labeling, and transportation rules. Notably, the validity of licenses for restricted chemicals production and business issued after December 22, 2022, will be for five years. The annual reporting deadline has been changed from January 15 to February 15. Labeling requirements now adhere to the Decree No. 111/2021/ND-CP. These regulations apply to organizations and individuals engaged in chemical activities, as well as those operating within the territory of the Socialist Republic of Vietnam.

Circular No. 01/2026/TT-BCT provides detailed regulations and guidance on the specific implementation details of the Vietnam "Law on Chemicals" and Government Decree No. 26/2026/NĐ-CP regarding the management of chemical activities and the control of hazardous chemicals in products and goods. This includes elaboration on the scope of regulation and applicable entities; definitions; delegation of powers in the administrative procedures for chemicals within the Ministry of Industry and Trade's management scope; the institution responsible for assessing and issuing production, business, and production business licenses for the second category of chemicals requiring special control; the content and format of safety data sheets for chemicals; forms used in chemical management; principles of chemical classification; control forms for the purchase and sale of chemicals requiring special control; chemicals prohibited for industrial and commercial use; digital transformation of chemical national management; hazardous chemicals without technical standards in products and goods, applicable to domestic and foreign institutions, organizations, and individuals engaged in chemical-related activities within Vietnam.
