This law specifies the control of chemicals in Vietnam, including the development of the chemical industry; production and trade of chemicals; classification, labeling, packaging, and chemical safety data sheets; use of chemicals; prevention and response to chemical accidents; declaration, registration, and provision of chemical information; environmental protection and community safety; and the responsibilities of the national management level for chemical activities. It is applicable to organizations and individuals involved in chemical activities within the Socialist Republic of Vietnam.

This Regulation stipulates provisions regarding chemicals and chemical activities management in Vietnam (including the scope and requirements for conditional chemicals, chemicals subject to special control, and prohibited chemicals; chemical production, trading, import, and export), chemical industry development, chemical information management (such as registration of new chemical substances, administration of new chemical substances, chemical classification and labeling, chemical safety data sheets), hazardous chemicals in products and goods (including general regulations on hazardous chemicals in products and goods; disclosure of information on hazardous chemical content in products and goods), safety and security in chemical activities (including safety and security requirements for chemical activities, chemical accident prevention and response), etc. It applies to organizations and individuals engaged in chemical activities, as well as organizations and individuals conducting chemical activities within the territory of the Socialist Republic of Vietnam.
