This regulation defines materials and articles intended to come into contact with food, general requirements, specific requirements for active and intelligent materials and articles, specific measures for groups of materials and articles, national specific measures, general requirements for substance authorization, new substance authorization applications, and labeling. It applies to all materials and articles in their final state intended to come into contact with food, including those intended to come into contact with food; those that have already been in contact with food and were intended for this purpose; and those that can reasonably be expected to come into contact with food or transfer their constituents to food under normal or foreseeable conditions. It does not apply to materials and articles intended as antiques, covering or coating materials such as materials covering cheese rinds, preformed meats, or fruits that are part of the food and can be consumed with the food; fixed public or private water supply equipment.
