This Amendment revises the Montreal Protocol by bringing hydrofluorocarbons (HFCs) under its control. It stipulates control measures including an HFC phase-down schedule, measures for the destruction of HFC-23, a system for licensing the import and export of HFCs, a ban on trade in HFCs with non-Parties, and the submission of data reports. It applies to the control of hydrofluorocarbons (HFCs) by the Parties. Note: This Amendment will enter into force for China on September 15, 2021 (It is temporarily not applicable to the Hong Kong Special Administrative Region of China).
