Market Access Negative List (2025)

This list legally specifies the industries, fields, and businesses within the People's Republic of China that are prohibited or permitted only with authorization. Each entry includes the matter, matter code, description of prohibition or permission measures, competent authority, and local licensing matters. It is applicable to the management of investment and business activities within the People's Republic of China. It does not apply to management measures for non-investment and non-business activities, post-entry management measures, record-filing management measures, professional qualification measures, measures only applicable to foreign market entities, and measures for specific geographical areas like ecological protection red lines, natural reserves, and drinking water source protection areas. This includes issues related to the transport of dangerous goods; monitoring the production, use, and business of controlled chemicals; the production, business, use, import, and export of hazardous chemicals; environmental management registration of new chemical substances; and the import, export, production, business, and purchase of precursor chemicals.
