The enforcement rules of Japan's Chemical Substances Control Law, formally known as the enforcement rules for the Law Concerning the Examination and Regulation of Manufacture, etc. of Chemical Substances, specify regulations for Class I and Class II specified chemical substances, exemptions for manufacturing or importing new chemical substances, special review provisions, exemptions for general chemical substances, exemptions for priority assessment chemicals, prohibitions on importing products using Class I specified substances, requirements for declaring planned import quantities for products using Class II specified substances, and products using Class II specified substances with publicly available technical guides. These rules apply to the production, manufacture, import, and export activities involving new, general, priority assessment, and specified chemical substances in Japan.
