Announcement On Issuing The Provisions On The Customs Direct Release Of Imported Goods In The Hainan Free Trade Port

This Notice regulates the management of direct customs clearance for imported goods at Hainan Free Trade Port, including the scope of applicable goods, declaration and review, subsequent supervision, risk management, liability for violations, and implementation timeline. It applies to goods that enter Hainan Free Trade Port directly through its open ports and are either bonded, "zero-tariff," not subject to license management, and exempt from statutory inspection and quarantine; or are bonded goods or "zero-tariff" goods under relaxed trade control measures that are also exempt from statutory inspection and quarantine.
