Announcement No. 61 of 2025 of the Ministry of Commerce on the Decision to Implement Export Controls on Overseas-Related Rare Earth Items

This decision stipulates export control measures for rare earth items abroad, including items requiring export licenses for dual-use items, export applications原则上不予许可, export applications requiring case-by-case approval, export applications not requiring dual-use item export licenses, and application procedures for dual-use item export licenses. It is applicable to foreign organizations and individuals engaged in the export of relevant rare earth items, as well as domestic exporters.
