Announcement on the Publication of the "List of Dual-Use Items Subject to Export Control of the People's Republic of China"

This decision stipulates export control measures for technologies related to rare earths, including items prohibited from export without permission, the definition and scope of exporters and exports, procedures for applying for export licenses, and the responsibilities and obligations of exporters and related service units. It is applicable to exporters and related units engaged in the export of technologies related to rare earths.

This Decision stipulates that from November 7, 2025, to November 10, 2026, the following announcements shall be suspended: "Announcement No. 55 [2025] of the Ministry of Commerce and the General Administration of Customs — Decision on Imposing Export Controls on Items Related to Superhard Materials," "Announcement No. 56 [2025] of the Ministry of Commerce and the General Administration of Customs — Decision on Imposing Export Controls on Items Related to Certain Rare Earth Equipment and Raw/Ancillary Materials," "Announcement No. 57 [2025] of the Ministry of Commerce and the General Administration of Customs — Decision on Imposing Export Controls on Items Related to Certain Medium and Heavy Rare Earths," "Announcement No. 58 [2025] of the Ministry of Commerce and the General Administration of Customs — Decision on Imposing Export Controls on Items Related to Lithium Batteries and Artificial Graphite Anode Materials," "Announcement No. 61 [2025] of the Ministry of Commerce — Decision on Imposing Export Controls on Overseas Rare Earth Items," and "Announcement No. 62 [2025] of the Ministry of Commerce — Decision on Imposing Export Controls on Rare Earth-Related Technologies." It is applicable to relevant entities engaged in the export of related items and regulatory activities.
