Vietnam - Regulations on the List of Chemicals under the Scope of the Vietnamese Chemicals Law

Pursuant to Article 6(2), Article 9(1)(a), Article 9(2)(a), and Article 37(2) of the Vietnamese Chemicals Law (No. 65/2025/QH15), this Decree announces the list of chemicals pertaining to the development of the chemical industry, chemical activities, and safety and security in chemical operations, including: the Catalogue of Essential Chemicals in Key Chemical Industrial Sectors; the Catalogue of Chemicals Subject to Conditional Production and Trading; the Catalogue of Chemicals Subject to Special Control; and the Catalogue of Chemicals for which Chemical Accident Prevention and Emergency Response Plans Must Be Formulated. It applies to Vietnamese and foreign agencies, organizations, and individuals engaged in activities related to the development of the chemical industry, chemical activities, and safety and security in chemical operations within the territory of Vietnam.
