This draft aims to implement the seventh revised edition of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), also known as the "Purple Book" published by the United Nations, within the territory of Panama, for the classification and hazard communication of chemicals, unless otherwise expressly provided by the competent authority, and establishes provisions for this purpose. This draft mainly includes relevant definitions of terms, abbreviations, GHS implementation requirements, conformity assessment procedures, transitional provisions, etc., and applies to all natural or legal persons, whether public or private entities, engaged in the production, import, storage, transportation, sale, use, and consumption of chemicals (whether pure substances, mixtures, and their solutions) within the national territory of Panama. This regulation does not apply to the transport of dangerous goods by sea, air, and rail.
