This regulation sets forth provisions regarding food packaging in Indonesia, including food packaging materials, food contact materials, reusable food packaging, food packaging made from recycled materials, assessments, administrative penalties, and transitional provisions. The appendices provide migration limit requirements, migration testing methods, food contact materials permitted for use in food packaging, food contact materials prohibited for use in food packaging, migration testing for reusable plastic food packaging materials, and food packaging safety assessments for materials such as plastics, rubber and elastomers, paper and paperboard, ceramics, glass, metals, and metal alloys, etc.), including migration limit requirements, migration testing methods, food contact substances permitted for use in food packaging, food contact substances prohibited for use in food packaging, migration testing for reusable plastic food packaging materials, and the format for food packaging safety assessment application forms. It applies to all types of packaging materials in Indonesia that come into direct contact with food (plastics, metals, paper, glass, ceramics, rubber and its composites, etc.) within Indonesia. It requires manufacturers and importers to ensure that the materials and chemicals they use comply with strict migration safety limits and substance authorization requirements (positive/negative lists).
