On 18 August 2026, the Chemical Substance Management Administration (CSMA) under Taiwan's Ministry of Environment posted a reminder on the Chemical Substance Registration Platform: enterprises related to four existing chemical substances—antimony trioxide, sulfuric acid, toluene, and zinc oxide—are required to submit hazard and exposure assessment information by 31 December 2026. Enterprises that have received the designated official letters are advised to proceed as soon as possible. At the same time, the CSMA has completed this year's revision of the hazard assessment report templates for the four substances listed above. These templates are now available for download on the platform for reference by relevant enterprises.
1. Background: Four Substances Designated for Supplementary Assessment Information Submission
On 28 October 2025, Taiwan's competent authority issued four separate letters (Document Nos. 1148119822, 1148119822A, 1148119822B, and 1148119822C) designating enterprises related to the following four existing chemical substances to submit hazard and exposure assessment information by 31 December 2026:

Under Article 18, Paragraph 2 of the Taiwan "Regulation of New and Existing Chemical Substances Registration," after obtaining the registration completion code, enterprises with standard registration of existing chemical substances must either on their own initiative or within the deadline specified by the competent authority, additionally submit the hazard assessment and exposure assessment information listed in Appendix 4 of the Regulation. The four substances in this case fall under the scenario where the competent authority, by means of a designation letter, requires supplementary submission within a specified time limit.
2. Key Points of the Hazard Assessment Report Template Revision
To enhance the precision of the template wording, the CSMA made two revisions to this year's hazard assessment report templates:
- Table heading column names adjusted: in hazard classification-related tables, the heading column name "hazardous substance" has been amended to "hazard classification," and "classification under conservative scenario" to "reference classification," so that column names are consistent with the content presented in the tables.
- Hazard description wording adjusted: the original phrasing "does not pose OOO hazard" (e.g., "does not pose acute toxicity," "does not pose sensitization") in the hazard confirmation, hazard characteristic description, and qualitative assessment sections has been uniformly changed to the more prudent wording "no evidence currently indicates OOO hazard," to avoid being misinterpreted as sufficient evidence confirming the absence of hazard.
The four revised templates (version dated August 2026, provided as a ZIP file) have been updated and made available online. It should be noted that these templates were compiled by the CSMA based on data and information available at the time and do not constitute complete risk assessment reports. The hazard classifications and categories in the templates are not final harmonized classification outcomes and shall not be regarded as, or directly substituted for, the safety data sheets (SDS) of the enterprises. Relevant enterprises should determine the applicability of the templates on their own and may adjust their registrations based on actual handling quantities, concentrations, usage and addition conditions, or other operational scenarios and relevant scientific evidence.
3. Same-Day Announcement: Carbon Black and Two Other Substances to Be Designated in Next Batch
On the same day, the Chemical Substance Registration Platform also posted an announcement that the Ministry of Environment will designate three additional existing chemical substances—carbon black (CAS No. 1333-86-4), 4,4'-diphenylmethane diisocyanate (MDI, CAS No. 101-68-8), and silicon carbide (CAS No. 409-21-2). Relevant enterprises with standard registration (covering Standard Registration Level 2 and above) are required to submit hazard and exposure assessment information by 31 December 2027. The platform has simultaneously made the hazard assessment report templates for these three substances available for download.
The submission requirements differ for the two available pathways:
- Enterprises adopting the CSMA templates: no need to prepare and submit hazard assessment information independently, nor is it necessary to complete the submission method survey form.
- Enterprises intending to prepare and submit independently: must complete the "Submission Method Survey for Designated Registration of Hazard Assessment Information for Existing Chemical Substances" form (https://docs.google.com/forms/d/e/1FAIpQLSf8kharfDY8pvr2O4XsCvZ3S7wAOl9wxITzPSssa_8KlVhyeQ/viewform) by 31 December 2026, and complete the submission of hazard and exposure assessment information by 31 December 2027.

In light of the above developments, relevant enterprises are advised to pay particular attention to the following:
- Enterprises related to the four substances should act promptly: the designated submission deadline for antimony trioxide, sulfuric acid, toluene, and zinc oxide is 31 December 2026, leaving just over four months. Enterprises that have received the designated official letters should confirm the scope of their obligations as soon as possible and begin preparing and submitting the required information.
- Note the revised template wording: this revision involves table heading column names and the more prudent phrasing "no evidence currently indicates OOO hazard." Enterprises referencing the templates to prepare or adjust existing data should follow the updated version (August 2026) rather than continuing to use the older version.
