Update the Inventory of Chemicals Subject to Supervision and Control in China to the latest version-Jan 3,2024

On December 29, 2023, the Ministry of Commerce and the General Administration of Customs released Announcement No. 66 of 2023 regarding the 'Dual-Use Items and Technologies Import and Export License Control List' for the year 2024. The specific details are as follows:

In accordance with the 'Export Control Law of the People's Republic of China', the 'Dual-Use Items and Technologies Import and Export License Control Measures' (Order No. 29 of 2005) issued by the Ministry of Commerce and the General Administration of Customs, and the 'Import and Export Tariff of the People's Republic of China' for 2024, the Ministry of Commerce and the General Administration of Customs have adjusted the 'Dual-Use Items and Technologies Import and Export License Control List'. The revised list is now published.

Import operators importing radioactive isotopes must comply with the 'Regulations on the Safety and Protection of Radioactive Isotopes and Radiation Devices' and the 'Dual-Use Items and Technologies Import and Export License Control Measures'. They should apply for approval from the Ministry of Ecology and Environment, then obtain the dual-use items and technologies import license from the Quota License Affairs Bureau of the Ministry of Commerce, and complete the import procedures with Customs using this license.

This announcement will officially take effect on January 1, 2024. The 'Dual-Use Items and Technologies Import and Export License Control List' published in Announcement No. 42 of 2022 by the Ministry of Commerce and the General Administration of Customs will be simultaneously abolished.

This revision expands items 34, 35, and 39 in the list of controlled chemicals under the 'Controlled Chemicals Management Regulations', adding 19 new types of second-class controlled chemicals.
