However, due to multiple court challenges and the Trump administration’s regulatory freeze policy, the rule’s implementation has faced repeated delays:
The Fifth and Third Circuit Courts issued rulings to temporarily halt the rule’s enforcement.
The EPA postponed the effective date twice, first to March 21 and later to June 20 (pending judicial review).
The rule remains frozen by court order, and the EPA is now seeking an additional 60 days to determine its next steps.
