Update to China's Taiwan List of Toxic Chemical Substances as of May 2025-May 28,2025

On May 13, 2025, Taiwan's Ministry of Environment issued amendments to the "Listed Toxic Chemical Substances and Their Operational Management Regulations." These revisions aim to align with international environmental trends, comply with the requirements of the Stockholm Convention on Persistent Organic Pollutants, and respond to the European Union's restrictions on specific chemical substances.

Key updates include:

  • Inclusion of Perfluorooctane sulfonic acid (PFOS), its salts and PFOS-related compounds, as well as Perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds, into the scope of toxic chemical substances, with specified control concentrations and graded operational quantities, along with redefined usage boundaries.

  • Adjustment of toxicity classifications for Nonylphenol and Nonylphenol polyethylene glycol ether, addition of Chemical Abstracts Service (CAS) registry numbers, and revisions to prohibited operations and usage restrictions.

These regulatory updates will further strengthen the control of toxic chemical substances, reduce their potential risks to both the environment and human health, promote green transformation in relevant industries, and advance sustainable development.
