On July 20, 2025, the U.S. Environmental Protection Agency (EPA) has updated the Toxic Substances Control Act (TSCA) Inventory for the second half of 2025. The updated TSCA Inventory now includes 86,862 chemical substances, with 42,578 classified as Active.
Key Updates
- 21 new existing chemical substances have been added compared to the February 2025 Inventory. (ChemRadar GCIS has been updated accordingly.)
- 6 substances have been removed from the Confidential Inventory.
The TSCA Inventory is updated biannually to ensure the accuracy and timeliness of chemical substance information. The next routine update is scheduled for Winter 2026, and CIRS Group will continue to provide the latest TSCA regulatory updates.
Background
TSCA (Toxic Substances Control Act) is a U.S. environmental law designed to protect public health and the environment by regulating the production, importation, and use of chemical substances. When a chemical is listed as Active under TSCA, it indicates that the substance is considered to be in commercial use in the U.S. and is subject to specific regulatory requirements.
Compliance Requirements for TSCA Active Chemicals
For companies exporting chemicals to the U.S., the following measures must be taken:
1. Chemical Data Reporting (CDR)
- If annual production or import volume at any facility exceeds 25,000 pounds (approx. 11.3 tons), companies must submit electronic reports to the EPA via the e-CDRweb system.
- CDR reporting is required every four years, with the most recent submission deadline in 2024.
2. Significant New Use Rule (SNUR)
- Companies must submit a Significant New Use Notice (SNUN) to the EPA at least 90 days before commercializing a new use of a chemical subject to SNUR.
- This allows the EPA time to assess potential environmental or health risks and impose restrictions if necessary.
