On August 11, 2025, the European Commission formally adopted Commission Delegated Regulation (EU) 2025/1731, amending Annex XVII of the Regulation on the registration, evaluation, authorisation and restriction of chemicals (REACH Regulation) to further strengthen the control of carcinogenic, mutagenic or reprotoxic (CMR) substances. Effective from September 1, 2025, the regulation officially adds 16 carcinogenic, mutagenic, or reprotoxic (CMR) substances to the EU’s restricted list of CMR substances.
This update is based on the scientific risk assessment recommendations of the European Chemicals Agency (ECHA) and aims to enhance the protection of workers' and consumers' health. The newly added substances include chemicals used in specific industrial processes, laboratory applications, as well as those potentially present in consumer products.
