Update EU GHS Classification - Revocation of Titanium Dioxide Carcinogen Classification

On September 11, 2025, the European Chemicals Agency (ECHA) announced that, in accordance with the Court of Justice of the EU's June 2025 ruling to revoke the carcinogenic classification of titanium dioxide, the harmonised classification for carcinogenicity of this substance has now been removed from the C&L Inventory, and the related intent for registration has been revised accordingly. Simultaneously, the guidance document on the classification and labelling of titanium dioxide has been withdrawn.

Currently, titanium dioxide is no longer required to carry the "carcinogenic" hazard warning within the EU. Consequently, requirements for export packaging, Safety Data Sheets (SDS), and occupational exposure limits have been relaxed. CIRS Group will continue to monitor the classification developments regarding titanium dioxide in the EU to assist enterprises in maintaining compliance.
