On November 10, 2025, five departments including the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration, jointly issued an announcement. In accordance with the Interim Provisions on the Administration of the Export of Precursor Chemicals to Particular Countries (Regions), adjustments have been made to the Catalog of Precursor Chemicals Subject to Export Control to Specific Countries (Regions) and the List of Specific Countries (Regions). The aim is to further enhance the management of precursor chemical exports. The updated Catalog of Precursor Chemicals Subject to Export Control to Specific Countries (Regions) and the List of Specific Countries (Regions) have been published.

Implementation Requirements
From the date of this announcement, exports of the aforementioned 13 chemicals to the United States, Mexico, and Canada must comply with the Interim Provisions on the Administration of the Export of Precursor Chemicals to Particular Countries (Regions) and require permits. Exports to other countries (regions) do not require permits.
