On December 3, 2025, the European Parliament and Council formally adopted Regulation (EU) 2025/2439, amending the chemical labeling regulations passed in 2024. The effective dates for several provisions have been postponed to 2028.
Background
The revision stems from the "Future of European Competitiveness" report (also known as the Draghi Report) published in 2024. The report indicated that the complexity and volume of EU regulations may restrict business development and impose unnecessary administrative costs. Subsequently, in July, the European Commission released a draft amendment proposing to remove fields such as "supplier name" and "unique formula identifier" from gas station labels, deemed to offer "no health benefits while being costly."
Amendments
The following provisions have had their effective dates postponed to January 1, 2028:
- Label information updates
- Mandatory format requirements
- Advertising and distance selling
- Gas pump labeling
The revised regulation took effect on the twentieth day after its publication in the Official Journal of the European Union (December 23, 2025). It is fully binding and directly applicable to all Member States.
