On January 17, 2026, the Ministry of Industry and Trade of Vietnam issued an announcement that the Law on Chemicals of Vietnam (No. 69/2025/QH15) officially came into effect on January 1, 2026. To facilitate the implementation of the Law on Chemicals, a series of relevant legal normative documents were officially promulgated and all entered into force on January 17, 2026.

List of Basic Chemicals in Key Chemical Sectors (Decree No. 24/2026/ND-CP Annex I): Comprising 39 substances.

List of Chemicals Subject to Conditional Production and Business (Decree No. 24/2026/ND-CP Annex II): Comprising 786 substances and mixtures subject to conditional production and business. It is specified that mixtures subject to conditional production and business refer to mixtures containing at least one component from this list with a concentration (mass fraction) greater than 5%.

List of Chemicals Under Special Control (Decree No. 24/2026/ND-CP Annex III): Comprising 241 industrial precursors divided into 2 groups, as well as mixtures under special control.

List of Chemicals Requiring Accident Prevention and Response Plans (Decree No. 24/2026/ND-CP Annex IV): Covering 271 chemicals and 21 chemical groups.
