On December 18, 2025, the Southern Common Market (MERCOSUR) adopted Resolution No. 34/25, issuing the Technical Regulation on Silicone Materials, Packaging, Coatings, and Equipment for Food Contact. This regulation establishes a list of substances permitted for use in silicone materials intended for food contact, while repealing the provisions on silicones contained in Part V of the Annex to the Technical Regulation on the List of Monomers, Other Starting Substances, and Polymers Authorized for the Manufacture of Plastic Packaging and Equipment for Food Contact (GMC Resolution No. 02/12), as well as the provisions on silicone elastomers, additives specifically authorized for silicone elastomers, and related notes in the Technical Regulation on the List of Authorized Elastomer Packaging and Equipment for Food Contact (GMC Resolution No. 28/99).
Mercosur-Technical Regulation on Positive List of FCM Silicone Raw Materials (GMC RES 34-2025):
The Southern Common Market (MERCOSUR), established in 1991, is a regional economic organization composed of Argentina, Brazil, Paraguay, and Uruguay. In the field of food safety, MERCOSUR protects consumer health by establishing uniform norms and standards to ensure the safety and quality of food contact materials. The Technical Regulation on Positive List of FCM Plastic Additives (GMC RES 39-2019) specifically targets additives used in food contact plastics, including stabilizers, plasticizers, and other relevant chemicals. It outlines restrictions and specification requirements to ensure the safety and suitability of these chemicals when they come into contact with food.
