China Adds 20 Japanese Entities to Attention List

On February 24, 2026, the Ministry of Commerce issued Announcement No. 12 of 2026, deciding to place 20 Japanese entities on the attention list, in accordance with the Export Control Law of the People's Republic of China, the Regulation of the People's Republic of China on the Export Control of Dual-use Items, and other relevant laws and regulations.

  • Export operators exporting dual-use items to the aforementioned entities may not apply for general licenses or obtain export vouchers by registering and filling in information. When applying for a single license, they must submit a risk assessment report on the entities included in the attention list and provide a written commitment not to use the dual-use items for any purposes that could contribute to enhancing Japan's military capabilities. The license review period is not subject to the time limit stipulated in Paragraph 1 of Article 17 of the Regulation of the People's Republic of China on the Export Control of Dual-use Items.
  • The Ministry of Commerce will implement stricter end-user and end-use reviews for the export of dual-use items to entities on the attention list. Exports involving Japanese military end-users, military end-uses, and all other end-users or end-uses that could contribute to enhancing Japan's military capabilities will not be approved.
  • Entities included in the attention list that fulfill their obligation to cooperate with verifications as stipulated in Article 26 of the Regulations on the Export Control of Dual-Use Items of the People's Republic of China may apply to be removed from the attention list. After verification, the Ministry of Commerce may remove them from the list.
