ECHA Initiates Restriction Assessment for Tire Additives; PPDs/PDs to Face Regulation

Recently, the European Chemicals Agency (ECHA) has launched a public consultation regarding the use of Phenylenediamines (PPDs) and para-substituted Phenylenediamines (PDs) compounds in rubber tires. This restriction proposal was jointly submitted by the Netherlands and Austria, with plans to file a restriction dossier under Annex XV of the REACH Regulation.

Background

PPDs/PDs are primarily used as antioxidants and antiozonants in rubber tires. The proposed restriction likely stems from concerns over their environmental persistence, bioaccumulation potential, or ecotoxicity.

Consultation Content

The evidence collection aims to gather the following information for the preparation of the Restriction Report:

  1. Functional Data – The role of PPDs/PDs in rubber tires.
  2. Toxicological Data – (Eco)toxicological studies on PPDs/PDs and their alternatives.
  3. Environmental Fate – The distribution and presence of PPDs/PDs and their alternatives in the environment.
  4. Socioeconomic Impact – Potential socioeconomic consequences of the proposed restrictions.

Public Consultation

Stakeholders, including tire manufacturers, suppliers, recyclers, downstream users, distributors, importers, industry associations, laboratories, research institutions, and non-governmental organizations, are invited to participate. Entities from both EU/EEA and non-EU countries may take part and can submit confidential information. The consultation deadline is March 6, 2026.
