On March 27, 2026, the National Institute of Chemical Safety (NICS) of South Korea issued Announcement No. 2026-6, amending the Classification and Labeling of Chemical Substances regulation. This amendment is based on the Act on Registration and Evaluation of Chemicals (K-REACH) and its enforcement rules, as well as the Chemical Substances Control Act (K-CCA) and its enforcement rules, aiming to further improve the classification and labeling system for chemical substances and enhance the safety management of chemical substances. The Classification and Labeling of Chemical Substances regulation was last revised on August 7, 2025.
This amendment updates Annex 4 (Substances Hazardous to Human Health, etc.) of the regulation. The main contents are as follows:
Revision of five chemical substances with inherent numbers 97-1-3, 97-1-79, 97-1-381, 97-1-417, and 2014-1-717:
- 97-1-3 Urea hydrogen peroxide: Revised CAS No. to 124-43-6
- 97-1-79 Tris(2-methylaziridinyl)phosphine oxide: Revised UN No. to 2810
- 97-1-381: Revised chemical substance name to Sodium fluoride
- 97-1-417: Revised chemical substance name (Korean and English) to p-Dimethylaminobenzenediazo sulfonate, salts
- 2014-1-717 1-Methylpyrrolidine: Revised pictogram in labeling information to GHS02, GHS05, GHS06
Addition of 74 new chemical substances (Inherent Nos. 2026-1-1281 to 2026-1-1354) following Inherent No. 2025-1-1280.
The amendment lists detailed information for these 74 substances, including Korean and English chemical names, CAS numbers, hazard classification, labeling information, UN numbers, etc. These 74 substances are newly designated as acute hazardous substances to human health, chronic hazardous substances to human health, and ecotoxic substances.
Effective Date
This announcement takes effect from the date of issuance.
Transitional Measures
Pursuant to the implementation of this announcement, enterprises required to label hazardous chemical substances shall comply with the labeling requirements under Article 16 of the Chemical Substances Control Act (K-CCA) by January 1, 2027. However, for sodium hypochlorite with Inherent No. 2026-1-1354, the transitional period is extended until July 1, 2028.
