The Department of Environment and Natural Resources (DENR) has recently issued DENR Administrative Order No. 2026-24, formally incorporating 81 new chemicals into the Philippine Inventory of Chemicals and Chemical Substances (PICCS) as part of the CY2024 inventory update. The Order was published in The Manila Times on July 15, 2026, and shall take effect fifteen (15) days following the date of publication. This update is issued pursuant to Republic Act No. 6969 (RA 6969), otherwise known as the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990, and its Implementing Rules and Regulations (DAO 1992-29), and is intended to further regulate the importation, manufacture, handling, storage, sale, distribution, use, and disposal of chemical substances in the Philippines. Under the said regulations, chemical substances not listed in the PICCS are deemed "new chemical substances," and their importation or manufacture shall require the prior submission of a Pre-Manufacture and Pre-Importation Notification (PMPIN) and the issuance of a Certificate of Compliance.
