China Inventory of Priority Controlled Substances (Third Batch) (Draft for Public Comment)
Introduction of GCIS
The Inventory of Priority Controlled Chemicals is jointly formulated and released in batches by the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, and the National Health Commission. It focuses on identifying and monitoring chemicals with significant inherent hazardous properties, potential for long-term persistence in the environment, and a high likelihood of posing substantial risks to both environmental and human health. To date, two batches of the inventory have been published, covering a total of 40 types/categories of chemicals. A third batch, comprising 24 types/categories, is currently open for public consultation, with the deadline for feedback set for December 2, 2025.
