China Inventory of Goods Subject to Import License Administration (2026)

Inventory of Goods Subject to Import License Administration (2026) was formulated by the Ministry of Commerce and the General Administration of Customs in accordance with laws, administrative regulations, and rules such as the Foreign Trade Law of the People's Republic of China, the Regulations on the Administration of the Import and Export of Goods of the People's Republic of China, the Regulations on the Administration of Ozone-Depleting Substances, the Measures for the Administration of Import Licenses for Goods, and the Measures for the Administration of the Import and Export of Ozone-Depleting Substances. It was released on December 30, 2025, and will take effect from January 1, 2026. The Inventory lists a total of 14 types of goods subject to import license administration in 2026, primarily including ozone-depleting substances, key used mechanical and electrical products, etc., covering key areas such as environmental protection and industrial security. Import enterprises are required to apply for the Import License of the People's Republic of China from the Ministry of Commerce or local commerce authorities entrusted by the Ministry of Commerce, based on the Inventory requirements, and use the import license to complete customs clearance procedures with the customs authorities.
