The Inventory of Chemicals under Priority Control (hereinafter referred to as the Inventory) is jointly formulated and released in batches by the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, and the National Health Commission.The Inventory enumerates chemicals that have intrinsic hazardous properties, and that may exist in the environment for a long time or that may pose a greater risk to the environment and human health. Currently, 40 chemicals in 2 batches have been published in the Inventory.

 

Chemicals in the Inventory may be subject to the following environmental risk control measures: environmental risk management prescribed in the list of toxic and hazardous air pollutants, the list of toxic and hazardous water pollutants, and the list of soil toxic and hazardous substances under key control; cleaner production review and information disclosure in accordance with the law; restrictions or alternative measures on specific chemicals in accordance with mandatory standards and the List of Encouraged Substitutes to Toxic and Hazardous Raw Materials (products). The specific environmental risk control measures shall be determined according to relevant policies and regulations, taking into account the economic and technical feasibility, the main environmental and health risks of chemicals and other specific circumstances.

If the products have been listed in the Inventory, enterprises should fully understand the potential risks to the environment and health, take measures on process upgrading and transformation proactively, and strengthen three wastes collection and treatment to reduce environmental discharge. In addition, to minimize the environmental risks of chemicals, scientific and technological innovation shall also be enhanced by focusing on the development and application of alternatives that are environmentally friendly.
