Singapore List of Controlled Hazardous Substances under EMPA

The list of hazardous substances is formulated by the National Environment Agency based on the Environmental Protection and Management Act (EPMA), the Environmental Protection and Management Act (hazardous substances) and the Environmental Protection and Management Act (Ozone Depleting Substances). Hazardous substances regulated by the NEA have the potential for large-scale disasters, are highly toxic and polluting, or produce toxic wastes that are difficult to dispose and they are listed in Part I, Schedule 2 of EPMA.

► A permit is required for anyone wishing to import, sell or export any hazardous substance regulated by  the Environmental Protection and Management Act (EPMA).A permit is required for anyone wishing to purchase, store and/or use any hazardous substance regulated by the Environmental Protection and Management (Hazardous Substances) Regulations.A transport approval is required for anyone wishing to  transport any hazardous substance in quantities exceeding the limits specified in the Environmental Protection and Management (Hazardous Substances) Regulations.Hazardous substances permit holders must record the movement of hazardous substance stock in accordance with the formats specified by the CCMD.

► Chemicals not included in the list of hazardous chemicals are not subject to relevant obligations of hazardous chemicals.

Exemptions

  1. Adhesives other than those containing any of the following substances as defined in Part I of this Schedule: Pentadecafluorooctanoic acid (PFOA) and its salts and related compounds, Perfluorohexane sulfonic acid (PFHxS) and its salts and related compounds, polychlorinated naphthalenes or short‑chain chlorinated paraffins;
  2. Anti-fouling compositions other than —(a) those containing tributyl tin compounds; and(b) anti-fouling paints containing lead compounds;
  3. Builders'materials other than those containing asbestos as defined in Part I of this Schedule;
  4. Ceramics;
  5. Distempers;
  6. Electrical valves;
  7. Enamels;
  8. Explosives;
  9. Fillers other than those containing any of the following substances as defined in Part I of this Schedule: Pentadecafluorooctanoic acid (PFOA) and its salts and related compounds or Perfluorohexane sulfonic acid (PFHxS) and its salts and related compounds;
  10. Fireworks;
  11. Glazes other than those containing any of the following substances as defined in Part I of this Schedule: Pentadecafluorooctanoic acid (PFOA) and its salts and related compounds or Perfluorohexane sulfonic acid (PFHxS) and its salts and related compounds;
  12. Glue;
  13. Inks;
  14. Lacquer solvents;
  15. Loading materials;
  16. Lubricants other than those containing any of the following substances as defined in Part I of this Schedule: polychlorinated naphthalenes or short‑chain chlorinated paraffins;
  17. Matches;
  18. Motor fuels other than diesel oil and petrol;
  19. Paints other than those containing any of the following substances as defined in Part I of this Schedule: asbestos, lead compounds, mercury compounds, Pentadecafluorooctanoic acid (PFOA) and its salts and related compounds, Perfluorohexane sulfonic acid (PFHxS) and its salts and related compounds, polychlorinated naphthalenes, or short‑chain chlorinated paraffins;
  20. Pharmaceutical aerosols;
  21. Photographic paper;
  22. Pigments,other than those containing tributyl tin compounds as defined in Part I of this Schedule;polychlorinated naphthalenes or short‑chain chlorinated paraffins;
  23. Propellants other than those containing ozone depleting substances;
  24. Rubber;
  25. Varnishes other than those containing any of the following substances as defined in Part I of this Schedule: Pentadecafluorooctanoic acid (PFOA) and its salts and related compounds or Perfluorohexane sulfonic acid (PFHxS) and its salts and related compounds;
  26. Vascular plants and their seeds.
