Chemical Substances Control Law(CSCL)-Class II Specified Chemical Substances refer to substances that may pose a risk of long-term toxicity to humans or to flora and fauna in the living environment, and that have been, or are likely to be found in considerable amounts over a substantially extensive area in the near future. In accordance with the CSCL, these substances are jointly regulated and released by the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of the Environment (MOE).

► In accordance with CSCL, manufacturers/importers/importers shall submit a declaration at least one month in advance if their products containing more than 1kg of Class II specified chemical substances. The quantity to be produced or imported shall be indicated and actual quantity shall be reported afterwards. The government may require enterprises to change their actual production/import tonnage as needed. Enterprises engaged in Class II specified chemical substances shall comply with relevant technical guidelines and labeling requirements.

► Chemical substances not designated as Class II specified chemical substances are not subject to relevant obligations.

  7. Manufacturing or importing Class II specified chemical substances for testing and research purpose
  8. Substances specified in the following regulations: ①food, food additives, containers and utensil, toys and detergents under the Food Sanitation Act; ②pesticides in the Pesticide Control Law; ③fertilizers in the Fertilizer Control Act; ④feed and feed additives under the Feeds Safety Act; ⑤pharmaceutical, cosmetics and medical devices under the Pharmaceutical and Medical Device Act.
