The administrative body overseeing the light industry sector was a national bureau under the management of the State Economic and Trade Commission. In March 1998, as part of the State Council's institutional reforms, the China National Light Industry Council was abolished, and the State Bureau of Light Industry was established, with Chen Shineng serving as its director. In December 2000, the State Bureau of Light Industry was dissolved.
