It is not applicable to the following: the hazards of military explosives; the hazards of explosives during the production process; the hazards of unpackaged explosive substances during transportation; the hazards caused by static electricity or electromagnetic fields; the hazards caused by improper operation or illegal operations; special hazards under abnormal transportation conditions.
