This standard specifies the requirements for fugitive emission control of VOCs during material storage, transfer, and transportation, process emission control, equipment and pipeline component leakage control, open liquid surface emission control, and VOCs fugitive emission collection and treatment systems. It also specifies the requirements for pollution monitoring within and around the plant area. This standard is applicable to the management of fugitive VOC emissions from existing enterprises or production facilities and the environmental impact assessment, design of environmental protection facilities, completion acceptance, and the issuance of pollution discharge permits for construction projects involving fugitive VOC emissions.
