This document presents the updated EU proposal for restricting per- and polyfluoroalkyl substances (PFAS), encompassing definitions and applications of PFAS, problem identification, hazard assessment, exposure assessment, risk characterization, scope of the restriction proposal, restriction options, socio-economic and other impacts, and uncertainties. It applies to the manufacture, market placement, and use of PFAS as components of other substances, mixtures, or articles (above specified concentration thresholds) within the EU, covering all uses unless explicitly exempted. Exclusions: PFAS uses in firefighting foams (aqueous film-forming foams, AFFF), which are subject to a separate restriction proposal. Existing restrictions under REACH Annex XVII or other EU regulations (e.g., the POPs Regulation) remain unaffected. Note: This proposal is currently under evaluation and is not yet finalized.
