Main Content:
This Decree amends Article 2, Clause 15; Article 4, Clause 5; Article 5, Clause 5; Article 6, Clause 3; Article 8, Clause 5; Article 33, Clause 5; Article 35, Clause 3; Article 36, Clause 3; Article 37, Clause 2; Article 38, Clause 2; Article 39, Clause 5; Article 42, Clause 3; and Article 46, Clause 4, and establishes measures to organize and guide the implementation of the Chemicals Law regarding the following matters: national responsibilities for the development and safety management of the chemicals industry; the formulation, review, adoption, publication, and implementation of the chemical industry development strategy; the establishment of safety distances for chemical facilities; the inspection of chemical safety training records; and the enhancement of capabilities for the prevention of and response to chemical accidents in the civilian sector. This Decree covers: the chemical industry development strategy; chemical projects; specialized chemical consulting; ensuring safety and security in chemical activities; specialized chemical safety training; and chemical accident prevention and emergency response. It applies to domestic and foreign agencies, organizations, and individuals engaged in chemical-related activities within Vietnam.
