Vietnam—Notice on the Issuance of the List of Medium- and High-Risk Products and Goods Administered by the Ministry of Industry and Trade

This notice publishes a list of medium- and high-risk products and goods under the jurisdiction of the Ministry of Industry and Trade (MOIT) and specifies the applicable obligations. Six categories of products are included in the medium-risk list, including: (1) tissue paper and toilet paper; (2) chemicals and products containing chemicals; (3) industrial explosives and high-power explosives; (4) industrial explosive components; (5) industrial machinery, equipment, and materials; and (6) explosive precursors. The list includes the names of products and goods; HS codes; and applicable national technical regulations. This notice applies to: ① organizations and individuals in Vietnam that manufacture or trade in products and goods listed as medium- or high-risk under this notice; ② organizations and individuals in Vietnam engaged in activities related to the quality management of products and goods listed as medium- or high-risk under this notice; and ③ other relevant agencies, organizations, and individuals.
