This Decree establishes an administrative framework covering state registration of products, notification of new substances, hazard classification, labeling, and safety data sheets (SDS), including general provisions, scope of application, basic concepts, rules for the circulation of chemical products, rules for the identification of chemical products, requirements for the classification of hazards of chemical products, general principles of chemical product safety, requirements for labeling of chemical products, requirements for warning labels, requirements for safety data sheets, requirements for ensuring conformity of chemical products with this Technical Regulation, conformity assessment of chemical products, and other provisions. It applies to chemical products circulated within the territory of the Russian Federation, including chemical substances and mixtures; it does not apply to products exempted as listed in Annex 2 to the Decree.
