China-What attachments need to be uploaded for the self-declaration of hydrofluoric acid and the application for inspection and quarantine of export goods?

Specific Q: For the inspection of hydrofluoric acid, when an enterprise self-declares and applies for export inspection and quarantine, are the following attachments required to be uploaded: contract, invoice, packing list, factory inspection report, performance report, dangerous goods transport packaging usage appraisal result form, compliance guarantee, GHS, MSDS, classification appraisal, and the compliance declaration of the export hazardous chemical manufacturer? Additionally, are there any naming requirements for the attachment of the dangerous goods transport packaging usage appraisal result form? When applying for export inspection and quarantine, is it mandatory to fill in the UN mark of the export goods' packaging in the dangerous packaging information UN mark section?

A: In addition to the materials required for normal export submissions, the following materials must also be submitted: "Inspection Result Form for the Performance of Packaging for Import and Export Goods" (excluding bulk goods), hazardous characteristics classification identification report, samples of hazardous communication labels (excluding bulk goods) and safety data sheets, compliance declaration of the export hazardous chemical manufacturer, and a statement on the addition of inhibitors or stabilizers (if applicable). If the sample of the hazardous communication label is in a foreign language, a Chinese translation must be provided, and other review requirements are the same as for imports. If the sample of the safety data sheet is in a foreign language, a Chinese translation must be provided, and other review requirements are the same as for imports. The hazardous characteristics classification identification report must have complete component information, and the testing basis should be the latest version. The elements of the compliance declaration should not be fewer than those specified in Annex 2 of the "Announcement on Issues Concerning the Inspection and Supervision of Imported and Exported Hazardous Chemicals and the Packaging Thereof" (General Administration of Customs Announcement No. 129, 2020), and reasons should be noted for any unfilled content. The official name of the chemical should match the "Product Name" column in the "Catalogue of Hazardous Chemicals" (latest edition). For goods classified as hazardous, the UN number and packaging UN mark should be reviewed to ensure that the transport packaging complies with the United Nations "United Nations Recommendations on the Transport of Dangerous Goods" and the international regulations for the transport of dangerous goods corresponding to the mode of transport.
